ACORN'S JUDAS KISS
Today's New York Post has a picture worth 10,000 words: it shows Bertha Lewis, executive director of N.Y. ACORN -- the grassroots campaign for poorer Americans that is overwhelmingly made up of people of color here in the Big Apple,
where I live -- planting an enthusiastic kiss right on the lips of Republican billionaire Mayor Michael Bloomberg, who's up for re-election this year.
The occasion was the announcement of a few new low-income housing units to be built in Brooklyn, a Bloomberg election-year ploy that is in stark contrast to the rest of his record. The development is one of the projects of Bruce Ratner, a powerful and rapacious New York City real estate developer with a large influence in politics (bought by money, natch.) ACORN is going to manage this housing project -- which will displace an awful lot of existing housing for low-income families -- for Ratner, which means they've jumped into bed with a developer who not only doesn't give a fig for the poor, but supports pols and policies that are anti-poor -- and destroys neighborhoods where the poor live. For an organization like ACORN, dedicated to advocacy for "the least of these," to do this is, at the least, disturbing (and the implications may be even worse.)
What makes this photo even more significant, and damning, is that Bertha is the co-chair of the Working Families Party, the labor-funded party in New York State for which ACORN provides a lot of troops. The WFP (which endorsed Democrat Mark Green against Bloomberg four years ago) could well hold the balance of power in the mayoralty race, where the winner of the Democratic primary is likely to be either black or Hispanic. As mayor, Bloomberg has been slashing social services for the poor and favoring the continued rape of the city by real estate developers and subsidized corporate behemoths (symbolized by his plan for a new sports stadium on Manhattan's West Side, that will destroy a lot of low-income housing and give huge tax-breaks and direct subsidies to the business interests building it--in fact, the stadium will mean tearing down a lot more housing for the poor than the project that occasioned that Bertha-Bloomie liplock will build). And Ratner has been a big contributor to Bloomberg's re-election.
The Democratic mayoral field is, unfortunately, decidedly lackluster--a collection of unimaginative, second-rate hacks. Most of the smart money in town is betting on a Bloomberg victory this fall. But if this photo of labial extravagance (and Bertha is too politically savvy for these moist expressions of friendship to have been a simple excess of enthusiasm) signals a Working Families Party and/or ACORN endorsement for Bloomberg, the Democrats might as well chuck in the towel: a WFP endorsement would give Bloomie a lot of cover
with independent voters, and the votes he could get on the WFP's line could well spell the difference between victory and defeat in a close race. Although I wrote the very first newspaper article on the WFP (in the Village Voice) prefiguring its imminent creation and hailing it as a new, progressive alternative to the bipartisan duopoly, I've since been extremely disappointed in the WFP's evolution, and have written elsewhere rather critically about what it's turned into (one example: a piece I wrote in The Nation on the last mayoral election here, in which I chided the WFP, provoked some spirited letters, to which I provided a detailed response.)
WFP has, in the past, endorsed an alarming number of hacks, including pols who could never be considered progressive, and even some who accepted Conservative Party endorsement. The WFP has done some good work -- notably helping to pass "living wage" legislation in a number of smaller cities and towns around the state, and working successfully to increase New York's minimum wage. But, instead of being an alternative party that gives its endorsement only to those progressives truly deserving of it, the WFP is for all practical purposes a liberal ballot line adjunct to the Democrats that has rarely sought to play the independent, balance-of-power role progressives hoped it would when it was created.
New York is one of the few states that allows cross-endorsements by third parties, which have played an important role in electoral politics here for six decades (unfortunately, the 1997 Supreme Court decision in Twin Cities New Party vs. Minnesota, approving the states' right to ban cross-endorsements -- or "fusion" -- had the effect of making a national third party with deep local roots impossible. See my column on this decision at the time, or the chapter on it in Micah Sifry's fine book on the prospects for third parties, Spoiling for a Fight.) Dan Cantor, a talented organizer, quit as executive director of the New Party to run the WFP, an admission that the Supreme Court decision had knocked the New Party's original strategy into a cocked hat (for example, the court's decision spelled an end to the possibility of significant national labor support for the New Party's organizing efforts at state level, just as the AFL-CIO was considering it).
But instead of using cross-endorsements in New York State as a carrot-and-stick to force the Democrats to the left, the WFP -- with few exceptions -- has basically only been feeding carrots to the Democratic donkey and getting little in return, except for some narrow special-interest legislation that benefits the unions which cough up the cash to run the WFP and provide troops on Election Day for this mostly-on-paper party. And the party hasn't been aggressively serious about expanding it's non-labor citizen components, for the simple reason that the labor leaders who run the party are afraid they just might lose control, or at least have some significant internal dissent to some of their more opportunistic (or sleazier) endorsements. And that's sad. Even when they endorse a Republican -- just to give themselves a little phony cosmetic balance of, yes, "bi-partisanshihp" (ugh!) and futilely try to get more leverage on the Republican-controlled State Senate for narrow-gauge legislation the labor leaders want -- they screw that up. Take last year's endorsement, in a Yonkers-Westchester district, of the essentially conservative GOP incumbent State Sen. Nick Spano, an opportunist hack, over a very progressive grassroots black woman, Andrea Stewart-Cousins, who came out of the poverty of the projects to become a journalist, an English teacher, and a county legislator. She lost by only 18 votes, thanks to the shameful WFP endorsement of her GOP opponent -- her victory would have cost the Republicans a key Senate seat and whittled away at their very slim majority. The latest WFP move that makes my stomach turn is their all-out embrace of Hillary Clinton (who, it should not be forgotten, brought Dick Morris into the White House to craft the welfare "deform" that threw a lot of poor folks into the street -- a tale recounted in George Stephanopoulos' memoir of the Clinton years, "All Too Human.").
In any case, this photo of Bertha bussing Bloomie is worth a lot to the Bloomberg campaign, whether the WFP and ACORN wind up endorsing him or not. Shame on you, Bertha, for betraying the interests of the working poor the WFP (which you chair) claims to serve, as well the poor people ACORN has so ably organized, by handing Bloomie this huge propaganda victory.

If you look at the numbers, it is clear that ACORN negotiated a great deal for Ratner/ACORN, and a horrible deal for everyone else. The Ratner figures keep shifting, but if you use Memorandum of Understanding, they come to $1.6 billion of known subsidies divided by 2,250 units of "affordable" housing (4500 divided by 2), so the cost to the taxpayer per unit of "affordable" housing is $721,000 per unit.
So, Mr. Pitkin, I have to throw your question back at you. At what point is the cost of "affordable" housing too much for you? I certainly think $721,000 per unit is outrageous, and I would rather give deserving people the money instead of giving it to Ratner. Especially since after we give him that money, he then owns the apartments, and he will charge $1650 per month for a one bedroom apartment.
I am in favor of affordable housing, but this is the wrong wrong wrong way to go about doing it. I oppose ACORN because I agree with Charles Barron: The Ratner plan is instant gentrification.
What will it take you to realize that the UNITY plan is better for ACORN constituents? Why do you insist on supporting a developer who has no history building housing, much less "affordable" housing?

I note, tho, that you did not answer my other question: how much affordable housing would have to be built for you to agree that ACORN dd the right thing?
If you read my comments here, I have not defended subsidies to the stadium as a good thing in themselves. I agree with you that there are much better uses for our public resources.
The question, though, is NOT whether we would have supported this project if we were running thc city. The question is, given existing political realities, did ACORN egt the best deal they could have for their constituents? I continue to think the answere is yes.
I'm also concerned that the most important negative for you is "destruction of the character of our communities." I do not see much difference between this attitude and subrurban opposition to affordable housing, integration, etc. Becasue make no mistake: you cannot build affordable housing in much of New York at brownstone densities. If you are against high-rise development, you are against affordable housing, period.

I used to be a loyal WFP voter. Now it seems to me that the WFP exhibits some of the same moral depravity of the Bush administration, but without the charm. I am writing this to undermine the self-satisfaction of WFP, so people who already see through them can skip this post.
Let me repeat a previous statement with a little emphasis: “Small parties succeed when they SEEM like they are above the fray.” Mr. Pitkin missed the operative word, because I was gearing my argument to his version of real politic. Bush, Mao and various theocratic Islamist parties would agree with me, but his lack of attention undermines one of your other arguments- that the people in ACORN are smart. As a former WFP supporter, a better explanation is that Bloomberg and Ratner played ACORN like a violin, using a group that used to represent poor people as a PR stunt for billionaires.
Despite your self-congratulatory stance, I think ACORN and all the other people who wanted “a seat at the table” got very little, if anything. So while they gleefully destroy the homes of “only” 210 people, they are working to help elect a Republican mayor, which appears to be their definition of being a progressive. You should read the Develop Don’t Destroy website more carefully, because it does rip apart your argument that you achieved anything positive. I wish ACORN would be better negotiators, but Bertha looks like the biggest clown in Brooklyn after Markowitz.
Sorry, but there's a strong possibility that Ratner’s plan will NOT go through. He needs tons of state money, and it just isn’t there, and the Public Authorities Control Board is starting to look at projects more carefully. There are several ways that it can be stopped in its tracks, including a ruling against the abuse of eminent domain by the Supreme Court in July. Also, at best there is a 33% chance that New York will get the Olympics, and if we don’t get it, it’s likely that Bloomberg will be out, and the Democratic candidates all claim to support a transparent process.
One theme that goes through you and some other WFP I’ve heard is a disdain for people you disdain as “liberals.” You have taken up the Republican line that Democrats are against the people, and as you say “wants to engage working peopel has to deliver concrete improvemetns in the rpesent AND build a vision for the future.” The reality of Prospect Heights is that mostly whites have moved in, starting businesses that employ local people and delivering concrete improvements, as well as pricing the poor out of the neighborhood.
The people who moved in, like me, were attracted to the neighborhood because we want to live in a diverse neighborhood. A great example of this is Dan Goldstein. On Monday night, at a meeting with Gifford Miller, a poor African-American made some racist remarks toward the mostly white anti-Ratner crowd, and I saw Dan rush after the meeting to talk with him. I am a musician, and I am very proud of my accomplishments working with the African community in New York in “building a vision for the future”.
So while the WFP seems, at best, to love humanity and hate people (especially people like me and all of my neighbors), let me end with an image of one enemy of the WFP, who presumably does not live up their image of “engaging working peopel.” On the last day the most recent Ramadan, I was talking with a Senegalese Christian entrepreneur who founded Yolele in Bed-Stuy. It turns out that both of us had fasted both for Ramadan and Yom Kippur, and we both had a profound sense of unity. That’s what Brooklyn means to me, and that’s what I’m fighting for.
And ultimately, we will establish democracy in Brooklyn, with or without you.

Yes, people will be evicted from their homes and may not want to reside in Ratner’s housing, but, once again, such is life. People can’t always have control over everything. I’ve been evicted and priced-out, but that certainly didn’t stop me. People have been through far worse than evictions and they managed to bounce back. Rent-stabilized apartments are a dying breed in any NYC neighborhood, so I don’t see how Ratner’s displacement of residents in the footprint is any worse (no, the use of taxpayer dollars does not bother me). Layoffs happen for a variety of reasons, and, as I said, people bounce back, just as those who lose their jobs through this project will bounce back. I disagree that this project has nothing to do with capitalism. Ratner’s chief objection is to make money. Sure, everyone should have a fair chance to own, but in this case they’ll have to do so elsewhere. As I said, anyone serious about owning property must be flexible about where to live.
The UNITY plan will be ready for developers soon? How soon? What’s taking so long? I refer to it as a fantasy because it will never see the light of day. If the bidding process is imminent and the only alternative plan is not yet ready to go, that speaks volumes about the plan’s chances of survival.
You say that the 210 residents facing displacement are “low to moderate income”. How do you know? Have you viewed their tax returns? And what is “low to moderate income” anyway? I admit that I don’t reside in the footprint of the project, but if I did, I would stop whining about how unfair the world is and take the initiative to find other housing. And if I were an owner, I would have cashed out long ago.
Face it, the Atlantic Yards project will happen. While some people may object to it, most of them have not been willing to put in the extra energy required to pose a true opposition. It’s much easier to debate on message boards :)

Me, I'm not using my real name because I don't enjoy seeing my emploeyr publicly attacked for my off-the-cuff comments on a blog.
On to the substance:
Daniel, the fundamental issue here is not whether the project is what any of us would have chosen in the abstract. No question, subsidizing a stadium is a bad use of public funds. You are right that "a large number of "affordable units" can be built w/o knocking down a single building" but on the other hand, buildings could be knocked down without building a single affordable unit. The question is not, is the Ratner plan a Good Thing? It's:
- Did ACORN's interventuion result in a better deal for working-class and poor people? Answer here is clearly yes -- there would be no affordable units in the plan if ACORN had not gotten involved.
- Did ACORN get the ebst deal they could have, or did they settle too easily? This is harder to answer. But I wills ay this -- I know some of the poeple who negotiated this thing for ACORN. They are very smart people who work grueling hours for very little pay and no credit -- about the only time they get any acknowedgement is when they get spit on by holier-than-thou types like Ireland. I don't say they don't make msitakes, and maybe they did in this case. But I would be cautious about second-guessing them unless you can be very specific about what you would have done differently. So let me ask you, Daniel: how many affordable units (defining affordable as you like) would have been enough to convince that ACORN made the right choice?
- Was the price too high? Depends in part if you think ACORN could have blocked the stadium -- if not, the chocie was basically something or nothing. And the kiss? I honestly don't understand what people like Ireland want. On the one hand, they criticize us for not making Dems work for our endorsement. But if we signal that the Dems CAN'T count on our line, that's selling out too.
One other question: on the Develop Don't Destroy website, I see a figure of $1.5 billion in public subsidies but I can;t see any breakdown of how that's arrived at. What am I missing?

Housing the 210 diplaced tenants in the new project would be okay, if that is what they wanted, but the fact is they are already being evicted and thrown out of their homes, with no offer for interim housing or housing in the development. Despite the fact the Bertha, Bruce and Marty say publicly they'll get this offer. On the ground, they are being kicked out of their homes.

Because it keeps "brown and black people" as Bertha says, in a constant state of no equity. and it means all the property value profits and rental profits go to Ratner. why shouldn't the people get some chance at equity? If the public is subsidizing this, it seems to make sense. why should we subsidize ONLY Ratner's ownership?

Also, lets be clear hear: This so-called agreement between FCR/ACORN is nothing more than an agreement to hire ACORN as the non-profit agency that will TRY to get financing from 6 different housing agencies to do this plan. If the financing isn't there, the plan doesn't happen. And in this agreement there is no penalty to FCR or ACORN if the plan doesn't work it. There is nothing binding in the agreement other than confidentiality that ACORN (acting on behalf of the community, supposedly) must keep in their partnership with FCR.

I wasn't referring to the UNITY plan. But now that you mention it, then diss it, its far from an intellectual excercise. (The ACORN plan is an intellectual excericise, there is no funding behind it). Why do you say its a fantasy? Its not ready yet for developers to endorse it. it soon will be. or at least along its guidelines. an FAR of 6.0 is more than reasonable and would be profitable for developers. Perhaps an utterly rigged MTA process has more to do with this?

Huh? The majority of the project willl be built over what is currently private property and city streets. 13 acres. The rail yards are 11-acres.

In your post you dismiss the housing plan by saying that 40% of it will be at or above market rate. Naturally, that means that 60% will be truly affordable. 900 units will be for families earning less than $31,400 per year. That will easily house the 210 tenants (and then some) that you mention in your post. The 125 owners will be compensated, as were all of the owners who’ve already sold to Ratner. The 250 employees will suffer, but I personally don’t feel that that is ample reason to abandon the project. Layoffs happen all the time in this world and people bounce back. Businesses are priced out of NYC neighborhoods every day and survive by moving their operations elsewhere. Such is the way of a capitalist society. While your statement of there being no ownership possibilities in Ratner’s plan is true, so what? Prospect Heights is an expensive neighborhood, and, like it or not, that means that people of certain income levels cannot afford to rent, let alone buy, there. That is reality. At least with Ratner’s housing the number of low-income renters in PH will increase. Besides, it someone is serious about owning, they will be flexible about where they will live. I know many people who would love to live in Manhattan, but cannot afford it, so they move elsewhere. In raising the issue of ownership, you are probably referring to the UNITY plan. You're right. I went to a WFP meeting, and it did open my eyes. Until that point, I supported the party. But when I realized that they were willing to sell out my interests and the interests of Brooklyn for the sake of a few labor votes, I have become very suspicious of the party. I'm not quite sure if they've completely crossed over the the dark side, but it sure looks like their leadership has.
I'm sure the members of the party are well meaning, so I would love to come to one of your meetings. I have a friend who became active in it, and I'm making headway on convincing her to leave. Lucky, Bertha helped my arguments a lot when she mouthed Bloomberg.
Please let me know about your next Prospect Heights meeting. I wonder if they will try to shut up dissenting voices, like the meeting I witnessed.
The WFP is engaging in power politics, but for a small third party, this is very bad politics. Small parties succeed when they seem like they are above the fray. So as a completely practical matter, please take my sincere advice, and stand up for transparency and democracy.

Read the fineprint of the actual agreement. 40% of the so called "affordable" units will be priced at near or even ABOVE market rate. Also, none of this happens if the financing isn't there, and that is a long way from being determined. CERTAINLY the bulk of the 2,500 (actually its 2,250) are NOT for low income.
2. "will displace an awful lot of existing housing for low-income families." Really? How much? Which specific buildings do you have in mind? The bulk of the buildings that will be destroyed are not occupied by low-income households by any definition. A numebr of them are co-ops.
210 tenants, many low income, many rent-stabilized. Many are already being evicted, with no help from ACORN to defent them.
125 owners
250 employees from 25 businesses
53 buildings
For the last time, a large number of "affordable units" can be built w/o knocking down a single building, but Bertha doesn't want to hear that.
Also, the housing deal announced provides NO ownership possibilities for low or moderate incomes.
When all is said and done, if this project happens, the primary and secondary displacement it will cause will render this housing deal a wash at best.
I've got a question, how fine is the line Bertha walks between her non-profit, ACORN and her leadership role in WFP?

You don't have to come to the same conclusion but I would like to see some acknowedgement that politics invovles tradeoffs.

I was wondering if Doug -- and others here -- think that the shameful behavior of both Acorn and WFP is at least partly rooted in the Alinsky-esque philosophy and practice of both, i.e., the focus on discrete, usually bread-and-butter issues to the exclusion of an overarching political ideology that informs practice.

I was a victim of the same Harding-esque WFP "leadership" team that produced the endorsement for Nick Spano. And Hillary joined in as well. In fact, the deal may have been crafted at a fundraiser called to block me from becoming mayor of Ossining, NY.
A Westchester WFP "leader" gave a Wilson-Pakula to a Democrat who in turn blocked me, a WFP enrollee, from gathering signatures by attempting to get every one of the small number of WFP-ers to sign before I could get to them. The Dems lied to enrollees (I have affidavits) and then they knocked me off the "t-line" independent line I had subsequently petitioned for, first at the board of elections, then in court. I'll spare the details of the administrative, then judicial, malfeasance that followed.
Now this WFP-endorsed mayor is leveling our low-cost housing and selling our village to developers.
Just like Bloomberg...

Thank you Mr. Ireland for writing what so many have cowered from saying for fear of being seen as anti-"affordable" housing.
ACORN's behavior in the context of Ratner's tax-payer subsidized sweetheart deal, which will use AT LEAST $1.5 BILLION in public money is shortsighted at best, corrupt at worst and outrageous either way.
Bertha has aided and abetted Bruce Ratner's rape of Brooklyn. If that sounds like too strong a word, think again. Using a money losing arena as a front for a 24 acre land grab to build 17 highrise towers in a residential community, which will destroy that community is something Bertha should be condmening. The primary and secondary displacement this project would engender will be breathtaking.
At least $1.5 billion in subsidies yet our local and state elected officials will have NO SAY and NO OVERSIGHT for this project and the community in and around the proposed site also will have no say or input at all. Perhaps the high towers Bertha is dreaming about have gotten in the way of her seeing the utter breakdown in process when a gladhanding, big-donating, former NYC Consumer Advocate turned rapacious developer after learning to game the system, is allowed to drive the future shape of a whole community–all without any political oversight. This is a breakdown in process and a set of precedents that Bertha should be condemning. but the bone of affordable housing is all she sees. Bertha, should wake up and be honest, This project is NOT the way to bring affordable housing to Brooklyn. It simply is not.
And why is ACORN supporting this outrage. Because they are dishonest, as are all the supporters of the Ratner proposal.
Here is the dishonesty, which is their mantra:
The only way to build affordable housing and create jobs is with this Ratner Plan, exactly as he proposed it, and exactly as he wants it.
Building to scale, over the Atlantic rail yards is not enough for the rapacious and corrupt public trough feeder Bruce Ratner. No, he needed more land and he needed higher buildings because he needed more profit and more control of Brooklyn's public and private land. And he gets the support from ACORN and pathetic politiicans city-wide why?
ACORN gets a lucrative management deal for the "affordable" housing.
The politicians get campaign donations.
Bertha thinks she signed a revolutionary housing deal which is why she kissed Bruce Ratner's benefactor Mayor Bloomberg. What did she get?
How about this, 40% of the so called affordable units, the 1 bdrms and studios will cost $1,300-1,600. Know what the going rate for 1 bdrms and studios is in brooklyn -$1,300-1,600
The deal Bertha got will be a wash at best if this project happens and displaces people in the footprint and around it.
Nevermind the enormous economic, environmental and psychic damage it will bring to Prospecth Heights, Fort Greene, Clinton Hill, Boerum Hill, Park Slope.

The WFP has done a few good things, as has been noted. But their willingness to align themselves with the likes of Chuck Schumer and Hillary Clinton means that they're not even a left-liberal auxiliary of the Democratic Party. Why on earth would a so-called progressive party allow HRC, a supporter of the war on Iraq and all-around opportunist, to run on their line?
I'm not the least bit surprised by the kiss-up to Bloomberg. Expect the WFP to officially endorse him soon enough. Two of the party's other heads, Dan Cantor and Bob Masters, used to be decent progressive activists, but they've sold out, no doubt in the interests of so-called "practical" politics and to "gain influence."

The wFP has done a few good things, mainly the state minimum wage bill. but as "realistic" politicians, they have decided to negotiate with power and even take some of the spoils. That they have themselves become hacks is beyond question.
The main problem is ACORN which still basks in the sun of its past efforts to organize the poor. rather than fight for a real housing program they are tailing a sleezy real estate developer, whose brother Michael Ratner, is also in on the kill. He is an officer of Bruce Ratner's corporation. Michael is the president of the Center for Constitutional Rights but has become a supplicant to the Democratic party in the last few years.
